A digital signature is a way of signing a document without paper so that the signature can be verified: it confirms who signed and that the document has not changed since. In Uzbekistan this runs on the national digital-signature infrastructure and the E-IMZO application, as well as signing through state services.
What the signature actually provides
Three things, all of them technical. Authentication — it is known who signed. Integrity — any change to the document after signing invalidates the signature. And non-repudiation — the signer cannot claim they did not sign. Which is why a scanned signature is no substitute: it offers only the appearance of the first.
For HR documents the crucial parts are integrity and verifiability years later. An order signed digitally remains provable in a dispute five years on, provided that not only the file but the signature metadata and timestamp were preserved.
What to plan for when moving to digital signing
The technology is mature; the difficulties are almost always organisational.
- Certificates for everyone on the route — including branch managers, not just the finance team.
- An internal policy: which documents are signed electronically, by whom, and in what order.
- The employee's consent to electronic interaction — a required part of the move, not a formality afterwards.
- Storage that preserves legal validity: the file plus signature metadata, verifiable years later.
