Staff certification

Definition

A periodic check that an employee holds the knowledge and skills their role requires.

Certification is a formal check of whether an employee meets the requirements of their position — a test, a practical task or a panel. It differs from a performance review in subject matter: a review assesses results over a period, certification assesses knowledge and fitness to work right now.

Where it is mandatory, and where it is merely useful

In some industries certification is a requirement rather than a choice: healthcare, manufacturing, anything involving equipment and any role needing a safety clearance. What matters there is not the check itself but its provability — who passed, when, with what result, and whether the record can be produced for an inspector.

Where the law does not require it, certification solves a different problem: it ties grade and pay rate to demonstrated skill. Without it, a promotion in grade comes down to one's standing with a manager — which is what most complaints about unfair pay are actually about.

What the procedure consists of

Certification works when it is predictable: the employee knows in advance what will be checked and what follows from the result.

  • A syllabus: the knowledge and skills the role requires — normally taken from the competency matrix, not reinvented for each round.
  • A form of assessment: a test, a practical task, on-the-job observation or a panel — always the same one for a given role.
  • Frequency and retake rules: annually, twice a year, or on transfer to another position.
  • Consequences fixed in advance: grade confirmed, training assigned, or a re-check after a set period.
