Competency matrix

Definition

A positions-by-skills table stating the level of each skill a role requires.

A competency matrix is a way of writing down job requirements so that they can be checked. Positions or grades on one axis, skills on the other, the required level at the intersection. Without such a table, "a qualified employee" remains a value judgement.

What the matrix makes possible

On its own the matrix improves nothing: it is the infrastructure four other processes stand on. Certification checks what it records; grading takes its requirements from it; an IDP is built on the gap between current and required level; the succession pool is built on who has already closed that gap.

Which is why its absence is noticed only through symptoms: grades are awarded by eye, development plans look like course lists, and "who is ready to be a crew lead" is answered by a manager's opinion rather than by data.

How to build one without drowning

The main mistake is making the matrix too detailed. It exists for decisions, not to describe a profession exhaustively.

  • Five to eight skills per position. Thirty skills are neither checked nor updated, so they stop being used.
  • Levels are described as observable behaviour: "performs unaided", "performs under supervision" — not "knows it well".
  • Requirements are set per position or grade, not per person — otherwise the matrix turns into an assessment of people.
  • Every skill has a way of being checked: a test, a practical task, observation. A skill with no check is useless in a matrix.
